Torture in Egypt .. Where is the imbalance?

by gandy a sharar

How impunity of the practice of torture in police stations and the headquarters of the SSI in Egypt? Is there a dress in the Egyptian legislation which implements these holes? Or that the fault is not in the laws and legislation, but in respect of these texts and applies them? And how is it possible to make Egypt a country free from torture?

Not the Secretary-General of the Egyptian Organization for Human Rights Hafez Abu Seda is a unit of said, "Torture in Egypt is systematic organization", but has a lot of human rights organizations both within and outside Egypt say it documented in annual reports, the latest report of the International Commission Against torture, which said, "Torture in Egypt deliberate systematic policy, practiced widely by the security men at the interrogation of suspects and defendants.

" The Egyptian government-Like all governments accused of human rights violations - is the other has to say that "torture is happening, but it occurs case individually, and that eliminating anybody from both prove to be involved in it.

" In the middle, between the reports of human rights organizations, and statements by officials stand Egyptian public opinion by following up on the details of the scene. Seldom does a day pass on the space station or newspaper, but independent reviews and one or more of the stories of torture, documented by name, number inlaid case, and sometimes some of the photographs.

After a short period of the famous story circulating on the Internet and unforeseen currently before the courts, which depicts the stanza video by one of the police officers violated masculinity Egyptian taxi driver named Imad using big stick, living these days on Egypt signed three stories.

First : Cecilia oasis of calm located in the heart of Western Sahara called Siwa hero a young man named Yahya Abdullah, and the accused police officers, and the charge is poured alcohol on the body of the victim, burned a large part of it affront electricity in the hands and feet to force him to confess something, and then force One bus driver destined for Libya's campaign and thrown outside the Egyptian border to hide his crime.

Second : in Giza, and four secretaries of the accused police, the victim allegedly tried to force Nasser friend to waive the communication made by them and accused them of torture, and when he refused-on, according to his wife and sons-strength from his balcony of the fourth floor collapsed, dead immediately .

Third : in the province of Dakahlia, and accused some police officers, and the charge is torture leading to death of the young man Nasser Ahmed Abdullah, who tried to save his niece from their hands for long due to meet, no claim benefit of his elderly mother on Al-Jazeera president of the republic to take her eyes and let her self to keep " Ttucz blind in old age.

" Where is the imbalance that makes this tragic stories are commonplace hardly a week passes only shake Egyptian public opinion to one of them?

Montasser Zayat, one who experienced law practitioner in the legal profession, and one of the witnesses to the acts of torture by his political activity inside one of the former Islamic groups say the ambush imbalance "that the problem was not in the laws and legislation, are in Egypt, many both in the Penal Code or the Criminal Procedure Code or otherwise, they are all outlaws torture, but the problem in the culture of despotism, this culture has exercised the crime of torture, day and night, without any deterrent.

" Asked about the legal obstacles that prevent prosecutors duty to limit citizens being tortured at the hands of some police officers said that Egypt 25 years ago governing the emergency law which makes the police officer, Detective doing what they say they are and San prosecutors for the "highest in Khilkm Arkboh ", and had learned since their first year at the Police College in the twelfth citizen and Iqaroh.

He goes on to say that I personally requested once behalf of the President to go out to verify the complaint group of young prisoners in Cairo Lawn protested to ill treatment and moved me when Chief Prosecutor after great urgency-and this is rare cases be transmitted Chief Prosecutor-officer rejected the introduction of Detective Chief Prosecutor the inspection.

And the solution from the point of view of making Egypt a country free from torture Zayat said that "there is no hope for a solution as long as the system now stands."
